FACTORS CHALLENGING PLANTATION AGRICULTURE IN EDO STATE: A CASE STUDY OF OVIA NORTH-EAST LOCAL GOVERNMENT AREA

Abstract

Plantation agriculture remains a vital component of agricultural and economic development in Nigeria, particularly in the production of export-oriented cash crops such as cocoa and rubber. However, the sector has experienced a persistent decline due to numerous socio-economic, environmental, institutional, and technological challenges. This study examines the major factors affecting plantation agriculture in Ovia North-East Local Government Area of Edo State, Nigeria, with emphasis on cocoa and rubber plantations. The research investigates the extent to which inadequate capital, aging plantations, poor access to modern farm inputs, land tenure constraints, poor transportation infrastructure, climate variability, labour shortages, and weak government support influence plantation productivity and sustainability. Data for the study were collected through structured questionnaires, oral interviews, and field observations involving plantation farmers within the study area. Descriptive statistical methods such as percentages, frequency tables, and mean scores were used to analyze the data obtained. Findings from the study revealed that inadequate access to finance, poor road networks, obsolete plantation systems, lack of extension services, fluctuating market prices, and limited mechanization are among the major constraints affecting plantation agriculture in the area. The study further established that declining adherence to proper agronomic practices, particularly in cocoa fermentation, pruning, disease management, and plantation maintenance, has contributed significantly to reduced productivity and poor product quality. The study concludes that revitalizing plantation agriculture in Edo State requires coordinated government intervention, improved access to agricultural credit, farmer education, infrastructural development, and the adoption of modern agricultural technologies. The study therefore recommends the establishment of sustainable agricultural support systems, rehabilitation of old plantations, strengthening of agricultural extension services, and implementation of favourable agricultural policies aimed at promoting plantation farming and rural economic development.

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Agriculture has historically played a central role in Nigeria’s socio-economic development by providing employment opportunities, food supply, industrial raw materials, and foreign exchange earnings. Before the discovery and commercialization of crude oil, agricultural exports such as cocoa, rubber, palm produce, cotton, and groundnuts constituted the backbone of the Nigerian economy. Plantation agriculture, particularly the cultivation of cocoa and rubber, contributed significantly to rural livelihoods and national revenue generation.

Plantation agriculture refers to the large-scale cultivation of perennial cash crops for commercial purposes. In southern Nigeria, especially in Edo State, cocoa and rubber plantations have long served as important sources of income, employment, and economic sustainability for rural communities. Ovia North-East Local Government Area is one of the notable agricultural regions in Edo State where plantation farming remains a major occupation among rural households.

Despite the importance of plantation agriculture, the sector has witnessed a significant decline in productivity over the years. Factors such as inadequate capital, poor infrastructural development, climate variability, ageing plantations, limited mechanization, pest and disease infestation, labour shortages, weak extension services, and unstable market conditions have continued to hinder plantation farming activities. These challenges have negatively affected the production capacity of cocoa and rubber plantations, thereby reducing farmers’ income and limiting the contribution of the sector to economic development.

In Nigeria, the neglect of agriculture following the oil boom era contributed substantially to the decline in plantation farming. Many plantation farmers abandoned modern agronomic practices due to insufficient technical support and declining government attention to the agricultural sector. Consequently, plantation productivity deteriorated as farmers continued to rely on outdated production methods and poorly maintained plantations.

In cocoa production, for instance, improper fermentation processes, inadequate pruning, poor pest management, and insufficient maintenance practices have reduced the quality and market value of cocoa beans. Similarly, rubber plantations have experienced declining productivity due to ageing trees, low investment in plantation rehabilitation, and fluctuating international commodity prices.

Climate change has also emerged as a major threat to plantation agriculture. Irregular rainfall patterns, rising temperatures, prolonged dry seasons, and increased incidence of pests and diseases have adversely affected plantation yields and sustainability. According to the Food and Agriculture Organization (FAO, 2021), climate-related challenges are among the major threats confronting tropical cash crop production globally.

The land tenure system in many rural communities further complicates plantation agriculture by limiting farmers’ access to adequate farmland and discouraging long-term agricultural investment. In addition, poor road networks and transportation facilities often restrict farmers’ access to markets, resulting in post-harvest losses and low profitability.

Given the strategic importance of plantation agriculture to rural development and national economic diversification, there is a growing need to critically examine the factors challenging plantation farming in Edo State. This study therefore seeks to assess the major constraints affecting plantation agriculture in Ovia North-East Local Government Area and propose sustainable solutions for improving plantation productivity and agricultural development.

1.2 Statement of the Problem

Plantation agriculture in Edo State, particularly in Ovia North-East Local Government Area, has experienced a steady decline despite its economic importance. Cocoa and rubber plantations that once contributed significantly to farmers’ income and export earnings are now characterized by low productivity, poor management practices, declining output, and inadequate investment.

Several challenges confront plantation farmers in the study area. These include limited access to capital, poor infrastructural facilities, shortage of skilled labour, inadequate access to modern farm inputs, land tenure constraints, poor extension services, and fluctuating commodity prices. In addition, many plantation farms consist of old and unproductive trees that have not been rehabilitated or replaced with improved varieties.

The inability of farmers to adopt modern agricultural technologies and best management practices has also contributed to declining plantation productivity. Furthermore, climate change and environmental degradation continue to threaten the sustainability of plantation agriculture in the area.

Despite government efforts aimed at promoting agricultural development, plantation farming has not received adequate policy attention compared to other sectors of the economy. This has raised concerns regarding the future of plantation agriculture and its contribution to economic diversification, food security, and rural development.

The major problem addressed in this study, therefore, is the persistent decline in plantation agriculture resulting from multiple socio-economic, environmental, and institutional constraints affecting plantation farmers in Ovia North-East Local Government Area of Edo State.

1.3 Objectives of the Study

The broad objective of this study is to examine the factors challenging plantation agriculture in Ovia North-East Local Government Area of Edo State.

The specific objectives are to:

  1. identify the major factors affecting plantation agriculture in the study area;
  2. examine the effects of inadequate capital on plantation productivity;
  3. assess the impact of poor infrastructural facilities on plantation farming activities;
  4. evaluate the influence of climate conditions on cocoa and rubber production;
  5. investigate the role of government support and agricultural extension services in plantation agriculture;
  6. suggest practical measures for improving plantation farming and enhancing agricultural sustainability.

1.4 Research Questions

The study seeks to answer the following research questions:

  1. What are the major factors challenging plantation agriculture in Ovia North-East Local Government Area?
  2. How does inadequate capital affect plantation farming productivity?
  3. What effects do poor transportation and infrastructural facilities have on plantation agriculture?
  4. How does climate variability influence cocoa and rubber production?
  5. To what extent does government support affect plantation farming development?
  6. What strategies can be adopted to improve plantation agriculture in the study area?

1.5 Research Hypotheses

The following hypotheses were formulated for the study:

Hypothesis One

H?: Inadequate capital has no significant effect on plantation agriculture in Ovia North-East Local Government Area.

H?: Inadequate capital significantly affects plantation agriculture in Ovia North-East Local Government Area.

Hypothesis Two

H?: Poor infrastructural facilities do not significantly affect plantation productivity.

H?: Poor infrastructural facilities significantly affect plantation productivity.

Hypothesis Three

H?: Climate conditions have no significant influence on plantation agriculture.

H?: Climate conditions significantly influence plantation agriculture.

1.6 Significance of the Study

This study is significant because it contributes to the understanding of the challenges confronting plantation agriculture in Nigeria, particularly in Edo State. The findings will be beneficial to farmers, policymakers, agricultural extension agents, researchers, and development organizations.

For plantation farmers, the study will provide insights into the major constraints affecting productivity and identify modern strategies for improving plantation management practices.

Government agencies and policymakers will benefit from the findings by using the recommendations to formulate effective agricultural policies and intervention programmes aimed at revitalizing plantation agriculture.

Agricultural extension officers will utilize the findings to educate farmers on modern agronomic practices, climate adaptation strategies, and sustainable plantation management techniques.

The study will also contribute to academic knowledge by serving as a reference material for future research on plantation agriculture, rural development, and agricultural economics.

1.7 Scope of the Study

The study focuses on the factors challenging plantation agriculture in Ovia North-East Local Government Area of Edo State, Nigeria. Particular emphasis is placed on cocoa and rubber plantation farming due to their economic importance in the area. The research examines socio-economic, environmental, infrastructural, and institutional factors affecting plantation productivity and sustainability.

1.8 Limitations of the Study

The study encountered several limitations during the research process. These include inadequate financial resources, transportation difficulties in accessing rural plantation communities, and limited availability of up-to-date statistical data on plantation farming activities. Some respondents were also reluctant to provide detailed information concerning their farming operations and income levels. Despite these challenges, efforts were made to ensure the reliability and validity of the research findings.

1.9 Definition of Terms

Plantation Agriculture

Plantation agriculture refers to the large-scale commercial cultivation of perennial cash crops such as cocoa, rubber, coffee, and oil palm primarily for industrial use and export purposes.

Cocoa

Cocoa is a tropical cash crop cultivated for its beans, which are processed into chocolate, beverages, and other confectionery products.

Rubber

Rubber is a plantation crop cultivated for latex extraction, which is used in the production of tyres, gloves, footwear, and industrial materials.

Agricultural Productivity

Agricultural productivity refers to the level of output obtained from agricultural production relative to the inputs utilized.

Land Tenure System

Land tenure system refers to the legal and traditional arrangements governing land ownership, access, and usage rights within a community or society.

Agricultural Extension Services

Agricultural extension services are educational and advisory programmes designed to transfer modern farming knowledge, technologies, and innovations to farmers.

Climate Variability

Climate variability refers to changes in weather conditions such as rainfall, temperature, and humidity patterns over time, which affect agricultural production.
