DESIGN AND IMPLEMENTATION OF A PAST EXAMINATION QUESTION PAPER ARCHIVING SYSTEM

A Case Study of Baze University, Abuja

ABSTRACT

The increasing adoption of digital technologies in higher education has created opportunities for universities to improve the management, preservation, retrieval, and distribution of academic information. Past examination question papers constitute important academic records because they provide students with opportunities to understand examination patterns, identify recurring areas of assessment, practise answering questions, and prepare more effectively for future examinations. However, where past question papers are maintained primarily through physical files, scattered electronic documents, informal student-to-student sharing, or departmental storage, access may become difficult, inconsistent, and time-consuming. This study focuses on the design and implementation of a Past Examination Question Paper Archiving System for Baze University. The proposed system is intended to provide a centralized digital platform through which authorized users can upload, organize, search, retrieve, and manage past examination question papers according to relevant categories such as faculty, department, course, academic session, semester, and examination type. The system applies principles of digital archiving, database management, information retrieval, document management, and web-based information systems to address limitations associated with conventional methods of storing academic examination materials. Research on electronic records management indicates that higher education institutions increasingly depend on electronic systems to improve efficiency and accountability, although technological, organizational, and human factors can influence effective adoption (Clemence, Luambano, & Mwantimwa, 2025). The proposed system will therefore emphasize usability, controlled access, efficient retrieval, data integrity, and sustainable digital preservation. The project is expected to reduce the difficulty associated with locating past examination materials while providing a structured repository that can support students, lecturers, and authorized university personnel. Ultimately, the system demonstrates how an appropriately designed digital archive can improve access to academic resources and contribute to more efficient information management within a university environment. CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Information and Communication Technology (ICT) has transformed the way educational institutions create, store, process, retrieve, and distribute information. Universities increasingly depend on computerized information systems to manage student records, learning resources, course registration, examinations, library services, financial information, and administrative activities. This transformation has also created a need for effective digital approaches to managing academic documents that were traditionally stored in physical files. Among the academic documents generated by universities are examination question papers. Examination papers are important institutional records because they provide evidence of previous assessment activities and may be useful for academic planning, teaching, learning, moderation, quality assurance, and student preparation. Despite their importance, past examination papers are not always managed through centralized digital repositories. They may be kept in departmental offices, lecturers' personal computers, filing cabinets, email accounts, messaging applications, or individual student collections. Such fragmentation can make the process of locating a particular examination paper unnecessarily difficult. The growth of digital records management has made it increasingly possible to preserve academic materials in organized electronic repositories. Studies of higher education institutions have shown that electronic records systems can improve efficiency and accountability, although their successful implementation depends on appropriate technological infrastructure, organizational support, user competence, and effective records-management practices (Clemence et al., 2025). A digital archive can be understood as a structured electronic environment in which documents and other digital resources are preserved, organized, described, and made accessible to authorized users. Modern digital archival practices increasingly incorporate information governance, digital preservation, data security, and computational approaches to records management. Ngoepe, Jacobs, and Mojapelo (2024) note that developments associated with the Fourth Industrial Revolution, including artificial intelligence and other digital technologies, are influencing the management of digital records and archives. Within a university environment, a past examination question paper archive can therefore serve as a specialized digital repository. Instead of requiring users to search through physical files or depend on informal exchanges, the proposed system can allow users to locate examination materials using structured search criteria. For example, a student may search for a particular course code and obtain examination papers from previous semesters or academic sessions. The proposed system for Baze University is designed around this concept. It seeks to establish a centralized platform where past examination question papers can be systematically collected, categorized, stored, managed, and retrieved. Such a platform can improve accessibility while also providing administrators with greater control over the organization of examination-related documents. The significance of organized electronic records is particularly relevant in African higher education institutions. Research on Nigerian universities has identified weaknesses in digital archiving and the management of scholarly materials, including limitations associated with institutional repositories and infrastructure (Abbas, 2016). Consequently, developing focused digital systems for specific categories of academic records can contribute to broader institutional digital transformation. The proposed project is not simply concerned with replacing paper with electronic files. Rather, it involves designing an information system that provides a structured method for managing examination documents throughout their useful life. The system can include authentication, document upload, metadata classification, search functionality, download or viewing facilities, administrative management, and controlled access. The project also reflects the growing importance of information retrieval in modern educational environments. A repository containing hundreds or thousands of documents has limited value if users cannot efficiently find the information they need. Therefore, the system should combine an organized database structure with a user-friendly search interface. Relevant metadata may include course title, course code, department, faculty, semester, academic session, examination type, and date of upload. From a technological perspective, the proposed Document Management System can employ a relational database to store information about archived documents while the actual question papers are stored electronically in appropriate formats. A web-based interface can provide access through computers and other supported devices. Appropriate security mechanisms can also restrict administrative functions and protect documents from unauthorized modification or deletion. The importance of system interoperability and centralized records management has also been emphasized in higher education research. Di?li and Külcü (2022) observed that university records may be managed in distributed ways, creating challenges for effective coordination and interoperability. A dedicated examination archive can help address this fragmentation by providing a defined repository for past question papers. Furthermore, an effective archive should consider long-term preservation. Digital documents can be lost because of accidental deletion, hardware failure, inadequate backups, obsolete file formats, or unauthorized manipulation. Modern archival practice therefore emphasizes preservation, security, metadata, controlled access, and sustainable management of digital records. UNESCO's recent discussion of digital archives similarly highlights issues such as digital preservation, records security, selection, processing, and access. The development of a past examination question paper archiving system at Baze University is therefore relevant to contemporary university information management. It combines educational needs with modern computing concepts to produce a practical solution for storing and accessing examination resources.

1.2 Statement of the Problem

The management of past examination question papers can become problematic when documents are stored without a centralized and systematic structure. Students may depend on classmates, course representatives, lecturers, departmental offices, or informal online groups to obtain previous examination papers. These approaches may result in incomplete collections, duplicated documents, outdated files, and difficulty verifying whether a particular paper belongs to the correct course, semester, or academic session. Another challenge is the time required to locate documents. Where question papers are stored in physical files or poorly organized digital folders, users may need to examine several files before finding the required material. This can reduce efficiency and discourage effective use of past examination resources. There is also a risk of document loss. Physical examination papers may deteriorate, become misplaced, or be damaged, while electronic documents stored on individual computers or removable devices may be accidentally deleted or become inaccessible. Existing research indicates that higher education institutions may experience challenges in effectively implementing electronic records systems because of technological, organizational, human, and regulatory factors (Clemence et al., 2025). Therefore, merely digitizing documents without designing an appropriate management system may not adequately solve the problem. The central problem addressed by this study is therefore the absence or inadequacy of a centralized, searchable, organized, and controlled platform for managing past examination question papers. The proposed system seeks to provide a practical digital solution to this challenge.

1.3 Aim of the Study

The main aim of this study is to design and implement a digital past examination question paper archiving system for Baze University that facilitates the organized storage, management, searching, retrieval, and controlled access to past examination materials.

1.4 Objectives of the Study

The specific objectives are to:

  1. examine the existing methods used for storing and accessing past examination question papers;
  2. identify challenges associated with conventional examination-paper storage and retrieval;
  3. design a centralized database for organizing past examination question papers;
  4. develop a user-friendly interface for searching and retrieving archived examination papers;
  5. implement appropriate authentication and access-control mechanisms;
  6. provide administrators with facilities for uploading, categorizing, updating, and managing examination documents;
  7. improve the speed and efficiency of accessing past examination question papers; and
  8. Evaluate the effectiveness and usability of the developed system.

1.5 Research Questions

The study will be guided by the following questions:

  2. What problems are associated with the existing approach to managing past examination papers?
  3. How can a centralized digital archive improve the organization of examination question papers?
  4. What system features are required for efficient searching and retrieval?

1.6 Significance of the Study

The study is significant to students, lecturers, university administrators, departments, and future researchers. For students, the system can provide a convenient means of locating past examination papers for academic preparation. Instead of depending entirely on informal sources, students can search for relevant materials through an organized repository. Lecturers can benefit from a structured archive that provides access to previous assessment materials for academic reference, course review, and assessment planning. However, access to sensitive or restricted materials can be governed by institutional policies. For university administrators, the system can improve document organization and reduce dependence on scattered physical and electronic storage locations. It can also support institutional record-management practices. The project is also relevant from a technological perspective because it demonstrates the application of database management, web development, information retrieval, authentication, and digital preservation to a real educational problem. Research on electronic records systems in higher education suggests that effective digital transformation requires more than technology alone; institutional processes and user practices also influence successful adoption (Clemence et al., 2025). The study can therefore provide useful insight into the design of user-oriented academic information systems.

1.7 Scope of the Study

The study focuses on the design and implementation of a digital system for archiving past examination question papers at Baze University. The proposed system covers document uploading, categorization, storage, searching, retrieval, viewing or downloading, user authentication, and administrative management. The classification of documents may include faculty, department, course code, course title, semester, academic session, and examination type. The study does not seek to replace the university's broader examination-management infrastructure. Instead, it concentrates specifically on the organization and retrieval of past examination question papers.

1.8 Conceptual Perspective of the Proposed System

The proposed system follows a simple information-management cycle: Collection → Classification → Storage → Indexing → Search → Retrieval → Access Control → Preservation First, authorized administrators collect examination question papers. The documents are then classified using relevant metadata and stored in the digital repository. The database indexes the associated information to make retrieval faster. Users search using available criteria, while authentication and authorization mechanisms determine which functions they can access. 1.9 Expected Contribution of the Study

The project may also provide a foundation for future improvements such as advanced search, document analytics, automated metadata generation, usage statistics, mobile responsiveness, cloud backup, and artificial-intelligence-assisted document classification. Such future developments should, however, remain consistent with university policies governing examination materials, privacy, intellectual property, and academic integrity.
